Pipelines - remove pipelines operator version check for TR datatype if Pipelines 1.15 is EOL

      Description of problem:

          As per the changes done in PR - https://github.com/openshift/console/pull/14303 if Pipelines operator is 1.15 or old version, then v1beta1 data type is used and if Pipelines operator is 1.16 or newer, then v1 data type is used. 

When Pipelines operator 1.15 is EOL, we have to remove this check
