          Update base image of scaffolded Dockerfile for ansible-operator to use rhel9 repository

      Steps to Reproduce:

      Actual results:

          The scaffolded Dockerfile is using the rhel8 repo for the ansible-operator image. From 4.17 onwards ansible-operator image is published for rhel9.

      Expected results:

          The scaffolded Dockerfile should use rhel9 repo for the ansible-operator image
