      Description of problem:

          A "Cannot create service account Error: Error 404: " error is returned when trying to link an OpenShift cluster to console.redhat.com

          Always

      Steps to Reproduce:

          0. Install Streams for Apache Kafka and OpenShift Application Services (RHOAS) operators
    1. Head to /catalog/ns/default?catalogType=managedservices as kubeadmin
    2. Click the "Red Hat OpenShift Application Services" tile
    3. Enter the API token generated by Red Hat Hybrid Cloud Console
