      Description of problem:

      Recently the e2e tests for EGF have not being doing great upstream. See https://github.com/ovn-org/ovn-kubernetes/issues/3263 for more details. Some other failure runs are https://github.com/ovn-org/ovn-kubernetes/actions/runs/3549456667/jobs/5962057501 and https://github.com/ovn-org/ovn-kubernetes/actions/runs/3543243412/jobs/5949677344#step:10:13696 and https://github.com/ovn-org/ovn-kubernetes/actions/runs/3543243412/jobs/5949677419#step:10:10839

      We need someone to investigate as to why this is happening. We don't know if its actually something in egress firewall code OR if its something around github CI runs or some totally other race condition.
