      This is a clone of issue OCPBUGS-41636. The following is the description of the original issue:
      —
      Description of problem:

          The current implementation of BC/OC holdover transitions immediately to FREERUN from HOLDOVER upon the return of Faulty interface.
      The holdover state should maintain its current state until either the holdover times out or pt sync State  is in a LOCKED state .
