Failed to create Node ISO image using the oc adm command.

Steps to Reproduce:
1. Deploy any type of cluster. 2. Execute following command to create node ISO "oc adm node-image create --mac-address=00:50:56:ac:f8:00"
Actual results:
error: cannot create pod: pods "node-joiner-" is forbidden: error fetching namespace "openshift-node-joiner-r5m62": unable to find annotation openshift.io/sa.scc.uid-range
Expected results:
Node ISO should be created successfully
