[release-4.17] Telco Core reference needs to use Cluster Logging 6.0

      This is a clone of issue OCPBUGS-42436. The following is the description of the original issue:

      Description of problem:

      Core reference is using Cluster Logging 5.9. The support lifetime of 5.9 does not extend through OCP 4.17 support lifetime. The reference needs to be updated to use logging 6.0

The move to CLO 6.0 needs to be backported as far as 4.16 Core reference.
