      Description of problem:

          Installing VPA fails on ROSA with HCP cluster.

      Version-Release number of selected component (if applicable):

          OpenShift Version 4.16

      How reproducible:

          100%

      Steps to Reproduce:

          1. Install a ROSA HCP cluster 
    2. Install VPA via Console after logging into the cluster 
    3. Watch for VPA to install

      Actual results:

          VPA installation times out (fails)

      Expected results:

          VPA installation successfully

      Additional info:

      1. Found the nodeSelector is still using nodes with master role.
