      Description of problem:

      Adding of ATB to HC doesnt create new user token and doesnt reconcile to worker ndoes

      Version-Release number of selected component (if applicable):

          4.18 nightly

      How reproducible:

          100%

      Steps to Reproduce:

          1.Create 4.18 nightly HC
    2.Add atb to HC 
    3.Notice no new user token

      Actual results:

          no new user token generated so no new payload

      Expected results:

          new user token generated with new payload
