https://docs.openshift.com/container-platform/4.17/extensions/ce/managing-ce.html is for 4.16, and there is big change for 4.17, so better to re-work some of the part.
as I known:
1, clustercatlog is from http to https and port from 80 to 443
2, clusterextension has required filed: sa, and also configure related RBAC
3, no bundledeployment any more.
