Description of problem:
Trying to deploy IPV6 only spoke on ipv6 only disconnected hub with proxy. BMH is stuck on provisioning and agent is not getting created.

Steps to Reproduce:
1. Deploy hub v4.17 disconnected with proxy and in NoPRoxy add 9999 port. example from the setup noProxy: .apps.ocp-edge-cluster-0.qe.lab.redhat.com,registry.ocp-edge-cluster-0.qe.lab.redhat.com,fd2e:6f44:5dd8::/64,9999
2. Try to deploy the spoke using ztp flow and apply BMH
Actual results:
BMH will not reach provisioned state
Expected results:
BMH will finish and agent will be created
Additional info:
We had this confiugration and succeded to deploy ipv6 with proxy before.Also there is an old bug https://issues.redhat.com/browse/OCPBUGS-23279 and from comments it is clear that this config was working as workaround
