Description of problem:
{when using assisted installer with a bonded interface and luks encrytion using tang. the system prompts for a luks password. There is no password because luks has not been build. there also no network connectivity so the system cannot reach the tang server}

Steps to Reproduce:{code:none}
1. start assisted installer
2. choose disk encription - tang
3. use a yaml file for the bond
Actual results:
The pond forms during the first boot but fails after a reboot. network connectivity is lost because the interfaces are released from the bond and try to use dhcp but there is no dhcp server on the network
Expected results: system reboots with the bond and the disk is encrypted using tank and luks

installation with bond but without luks succeeds
installation without bond but with luks succeeds
installation with bond and luks fails
