      Description of problem:

      Cluster-Ingress-Operator repo doesn't have any E2E pre-submit jobs for IBM Cloud. Adding a IBM Cloud CI job protects against potential regressions.

          100%

      Steps to Reproduce:

          1. Open PR in https://github.com/openshift/cluster-ingress-operator
    2. No IBM Cloud CI job

      Actual results:

          No passing IBM Cloud CI Job

      Expected results:

          Passing IBM Cloud CI job(s)

      Additional info:

         I think at minimum we should have IBM Public Cloud tested, but having IBM Private Cloud also tested would be nice. We can start with IBM Public Cloud.
