Description of problem:

this is a doc change request regarding the ingress-capability section of OCP 4.16 release notes as followup of the slack discussion. 
1. HyperShift should change to Hosted Control Planes, which is the downstream name, (could also see many occurrences of HyperShift in other section)
2. a link to the detailed info should be added in the section of release notes
