      normal user without any projects visiting Networking pages, it is always loading

      Always

      Steps to Reproduce:

          1. user without any project visit Services, Routes, Ingresses, NetworkPolicies page

      Actual results:

      these list page are always loading

      Expected results:

      show getting started guide and dim resources list
