[4.17] rpm-ostree-fix-shadow-mode.service is failing after reboot.

      When running RHCOS in a live environment the rpm-ostree-fix-shadow-mode.service used to run, this caused the rpm-ostree-fix-shadow-mode.service to log a failure, this could cause confusion as the failure was not impacting the deployment or live system. With this fix we make sure to not run the rpm-ostree-fix-shadow-mode.service when the RHCOS is not running from an installed environment.

      Description of problem:

      After creating a node in UPI bare-metal installation and booting up the node with the CoreOS live ISO version 4.16, the rpm-ostree-fix-shadow-mode.service is failing.

Create a node with the RHCOS live iso image of 4.16. I have used the below images:
