Current Issue:

• In versions 4.15 or earlier, it was not required to explicitly declare the cluster labels on the siteconfig.
• The clusters created on ACM via siteconfig need to have these labels:

vendor: auto-detect

• As documented here: https://access.redhat.com/solutions/7081429, these labels are required on the managedcluster CR. Without these labels the newly created clusters are not visible on the ACM grafana dashboard after they are imported into ACM post-installation

• This issue is only being observed for ocp 4.16
