    Description

      Description of problem:

      ODF update not starting from 4.10 to 4.11. Install plans are not getting created. There is no errors as well in the subscriptions.

      How reproducible:

       

      Steps to Reproduce:

      1. Deploy OCP 4.10.42 
2. Deploy ODF 4.10.7 
3. Upgrade OCP to 4.11.17
4. Try to upgrade ODF

      Actual results:

      ODF upgrade not triggered.

      Expected results:

      ODF upgrade should be triggered.

      Additional info:

      We do have a bug created for this where a customer case is attached. We can look at a must gather in the case.
