[ALBO] OpenShift Load Balancer Operator does not properly support cluster wide proxy

      Description of problem:

      OpenShift Load Balancer Operator loads the HTTP_PROXY, HTTPS_PROXY, and NO_PROXY settings from the cluster wide proxy configuration, but it does not inject the CA cert, this means that when the cluster is deployed behind a TLS inspecting proxy the operator will fail to authenticate via STS due to not trusting the Certificate.
