CBO: Webhook validations to prevent provisioningNetwork configuration when disabled

    Description

      When we've added validations to the installer that prevent (mis)configuring things related to the provisioningNetwork when it's disabled, we should also add the same as webhook validations to the CBO.

      In particular we should provisioningIP cannot be set when the provisioningNetwork is Disabled, but it probably makes sense to prevent any provisioningNetwork related settings to be specified when Disabled.
