Policies not automatically adding into CGU when cluster is deployed via ZTP

      Description of problem:

      Customer is using ztp process to deploy managed cluster via RHACM.  They are using TALM to enforce policies.  When a cluster is deployed the CGU created by TALM is not applying the policies even though the labels are there.

          4.14

      How reproducible:

          Every time in customer environment

      Steps to Reproduce:

          1. Deploy cluster through ZTP
    2. TALM creates CGU which should pull in all labeled policies

      Actual results:

          Policies not applied

      Expected results:

          Policies applied

      Additional info:

      Deleting the cluster label "ztp-done" and delete the cgu, a new cgu is created and all policies are pulled in at that time.
