Description of problem:

4.17/4.18 cluster, admin user go to admin console UI, and silence one alert, see from the screen recording: https://drive.google.com/file/d/1EBPYte1eLM1d1kXQK4esJOSWtgYQPeXL/view?usp=sharing

move the mouse over "Silence alert from" field, "Invalid date / time" and "Please match the requested format." error message would popup. select time range from the "For" drop-down list, example: 30m, "Invalid date / time" and "Please match the requested format." error message would  also popup for Until field.

this issue also exist in developer console

1. silence alert page, move the mouse over "Silence alert from" field and Until field.

Actual results:

"Invalid date / time" and "Please match the requested format." error message would popup
