Machine is stuck in deleting when deleting the machine where the openstack instance is in ERROR state

      Description of problem:

          When trying to delete a machine after an instance is in ERROR state the machine is stuck in deleting.

      How reproducible:

      Steps to Reproduce:

          1. openstack server stop <node instance>
    2. openstack server set --state error <node instance>
    3. oc delete <machine>
    3. oc get machines -A 
    4. Verify the machine is stuck in deleting
