          VSphere Nodes not Initializing due to Cloud Provider Taint

      How reproducible:

          sometimes

      Steps to Reproduce:

          1.install new OpenShift cluster build UPI installation
    2. some nodes may not come up as ready
    3. check node -o yaml messeges for container runtime network not ready    

      Actual results:

       message: 'container runtime network not ready: NetworkReady=false reason:NetworkPluginNotReady message:Network plugin returns error: No CNI configuration file in /etc/kubernetes/cni/net.d/. Has your network provider started?'

      Expected results:

          Node ready status
