Description of problem:

    The ODF operator (stable-4.16 & stable-4.15) cannot install in Openshift 4.18 successfully

Version-Release number of selected component (if applicable):

    4.18.0-0.nightly-2024-08-19-002129

How reproducible:

    Always

Steps to Reproduce:

    1. Navigate to OperatorHub page, install the operator 'OpenShift Data Foundation' via console, and use all default options
    2. Check if the operator can be installed successfully
    3. Check if the operator pod is created

Actual results:

    The Opertaor is hung in installation
    The Operator Pod cannot created successfully

Expected results:

    The Operator could be installed successfully
