The ZTP reference config marks the LCA operator as "required" but the RDS marks it as "optional"

2. Compare to ZTP reference

Required CR by the reference "required/lca/LcaSubscription.yaml" is missing from cluster
Required CR by the reference "required/lca/LcaSubscriptionNS.yaml" is missing from cluster
Required CR by the reference "required/lca/LcaSubscriptionOperGroup.yaml" is missing from cluster
Required CR by the reference "required/ptp-operator/PtpConfigBoundary.yaml" is missing from cluster
