This is a clone of issue OCPBUGS-32039. The following is the description of the original issue:

In the Siteconfig the check for number of master node blocks:

• Replacement of faulty control plane nodes, when a user commit a new node and add annotation to delete the faulty node in SiteConfig, there remain 4 master nodes.
• If user wants to deploy more than 3 master node for HA deployment.
• There can be a scenario when replacement of a faulty master node can trigger to have 2 master nodes for the time being.
