      Description of problem:

      OpenShift installation fails when ap-southeast-5 region in AWS is selected

      Version-Release number of selected component (if applicable):

      4.18 4.17 4.16

      How reproducible:

      Every time

      Steps to Reproduce:

      1. Use openshift-install to deploy OpenShift on ap-southeast-5 region
2. The deployment doesn not finish successfully      

      Actual results:

      ERROR failed to fetch Cluster: failed to generate asset "Cluster": failed to create cluster: infrastructure was not ready within 15m0s: client rate limiter Wait returned an error: context deadline exceeded    

      Expected results:

      Deployment finish with no issues

      Additional info:

      The deployment works on terraform-based installer but fails in CAPI-based installer
