are being disabled in https://github.com/openshift/kubernetes/blob/master/openshift-hack/e2e/annotate/rules.go

got partially broken by the removal of in-tree cloud providers and didn't fully get fixed. (In particular, we had to remove a bunch of e2eskipper.SkipUnlessProviderIs() checks, but the tests don't pass on all clouds so we need to add explicit skips to make up for it.
