Description of problem:
The vsphere-secret in the openshift-cluster-api namespace with the same name as cluster cannot be deleted , it worked fine till 4.16

How reproducible:
Always
Steps to Reproduce:
1. Create a ipi tp vsphere cluster 2. Create capi machineset. 3. Clean up resources used to create machineset
Actual results:
vsphere-secret with same name as cluster not getting removed.
Expected results:
All resources including secret created can be removed
Additional info:
this secret data is same as vsphere-creds in kube-system namespace
