3 node cluster, masters have the worker role.

The masters will provision and the cluster is accessible via oc commands.
At this point the masters do not have the worker role/label

The masters will reboot as part of the install process and then the cluster is not accessible.
The master nodes have the worker role after the reboot
None of the nodes including the bootstrap have the api or ingress vip
