Description of problem:
OLM still check the deleted catsrc of openshift-marketplace

Steps to Reproduce:
In daily CI, we met this issue several times.

prometheus-dependency1-cs has been deleted, but many sub are installed failed due to ErrorPreventedResolution.

Actual results:
The deleted catsrc impacts sub installation.

Looks like this was never closed. Repurposing this for the 4.12 backport.
rhn-support-jiazha yes two got created somehow. The other one's been closed as duplicate.
