This is a clone of issue OCPBUGS-38522. The following is the description of the original issue:

Description of problem:
One of the master node profile is degraded after cluster was shutdown and powered back on with error like below in the tuned pod.

1. Power off each node
2. Wait 10 mins
3. Power on each node
Actual results:
One profie is degraded.
