Description of problem:

KubeletDown alert is firing after upgade to ocp version 4.13

Version-Release number of selected component (if applicable):

     - 4.13+

How reproducible:

Steps to Reproduce:

    1.Upgrade an ocp cluster from 4.12 to 4.13 or higher
    2.
    3.

Actual results:

   - Kubelet down alert fires regularly

Expected results:

 Alert should not be fired

Additional info:

 Issue is fixed after creating a configmap named bootstrap in namespace kube-system,
