Description of problem:

As part of the composable openshift feature, marketplace & node tuning capability are included in the 4.16 RAN RDS. GitOps ZTP SNO sample doesn't include marketplace.

Additionally, OLM & Ingress capabilities are required for 4.16 as per the notes in the sample. however these 2 capabilities are not included in the 4.16 RAN RDS
