Description of problem:

Step 3 and other steps with node-tuning-operator image is incorrect:

we have this registry.redhat.io/openshift4/ose-cluster-node-tuning-operator:v4.16 

image should be: registry.redhat.io/openshift4/ose-cluster-node-tuning-rhel9-operator:v4.16  

Definitely case for 4.16 can check image details here for all other versions
