Description of problem:

   (1) cluster name variable not consistent. Use ROSA_CLUSTER_NAME or CLUSTER_NAME (2) configmap missing RECONCILE_DEFAULT_MAX_CONCURRENT_SYNCS in config.txt (3) need to create SA ack-s3-controller before annotating the project.

    I test the step in both 4.14 & 4.16 and operator installation will fail

Steps to Reproduce:

    Just follow the step in the docs. It will fail.

Actual results:

    Operator pod failed.

Expected results:

    Operator install successfully and able to create bucket using the instruction.
