Description of problem:

Configuring MetalLB with an L2 advertisement and label is listed as an "Additional resource" which implies that it is optional when it is not. It must be done or the IP Address can be assigned to a service, but it won't be advertised and the service won't be reachable. PX recommended that we move this to "Next Steps" to make that more clear.
