oc-mirror generates duplicated related images for operators

      Description of problem:

          During the mirroring some related images are duplicated since they are in more than one operator

      Version-Release number of selected component (if applicable):

      How reproducible:

          MirrorToDisk in the redhat-operator-index should have 947 images instead of 1209

      Steps to Reproduce:

          1.mirror to disk and check the quantity of images in the logs

      Actual results:

          1209 images

      Expected results:

          947 images
