Node on OpenStack cannot join the cluster when Mellanox NIC VFs are passed.

      Description of problem:

      The node never joins the cluster if the SR-IOV mellanox NIC VFs are enabled from OpenStack. The only workaround for now is to disable VFs using the command from OpenStack & then enable the VFs

But, if the node is rebooted it gets into same state again.

      Happening everytime on customer environment

      Steps to Reproduce:

      1. Enable SR-IOV VFs from OpenStack using Mellanox ConnectX-6
2. Try adding the new node to the cluster
3. Disable Vfs & then let the node join. Post that reboot the node

      Actual results:

      Node dosen't join once on boot it finds Mellanox VFs or maybe it slects SR-IOV nic as primary

      Expected results:

      Node joining the cluster normally.

      Additional info:

      I have raised the query here on #telco-platform-network. We aren't able to gather the logs as I am not sure what is needed to get inside the node directly using OpenStack to collect sosreport when the node dosen't join.
