[aws] "create" iam role permissions is optional

      Description of problem:

      The permissions "iam:CreateRole", "iam:DeleteRole", "iam:DeleteRolePolicy" and "iam:PutRolePolicy" are NOT required if byo iamRole is used [1]. the permission list in the doc [2] should be updated.
