      * Previously, when you added IPv6 classless inter-domain routing (CIDR) addresses to the `no_proxy` variable, the Ironic API ignored the addresses.       Description of problem:

      When deploying a new host using MCE and the infrastructure operator with ipv6 only hub and spoke with a proxy inspection fails with a 400 error.

      OCP 4.15.0-rc.7 / MCE v2.5.0-82

      How reproducible:

      In QE environment

      Steps to Reproduce:

          1. ACM/MCE hub is running on IPv6 only + proxy
          2. Create agentserviceconfig + infraenv
          3. Add host with BMC form in UI
          

      Actual results:

          Add host with BMC form in UI >> host provisioning not completed due to 'Failed looking up node - 400 Bad request' error in ironic-agent

      Expected results:

          Host provisions correctly
