Description of problem:

Our release-controller builds payloads based on app.ci imagestreams that contain built images destined for the payload. At some point after images are pushed into the imagestream, something is removing the individual image manifests from the registry. Further details in this gdoc and this slack thread.

Such pruner logs as we have do not indicate that the pruner is doing anything but looking at the content and deciding to keep it. We're working on finding better logs.

How reproducible:

Very intermittent, mainly in the 4.17 CI imagestream. This began happening daily at the start of the week - not unheard of before, but not nearly as common.
