Rebase external-provisioner and fix finalizer issues

      Description of problem:

      We reverted external-provisioner rebase in 4.17 because of OCPBUGS-37455.

      We need to bring the rebase back, together with fixed that make sure OCPBUGS-37455 stays fixed.

       

      So far we identified https://github.com/kubernetes-sigs/sig-storage-lib-external-provisioner/pull/173 - it needs to be merged into lib-external-provisioner, then updated in the upstream external-provisioner sidecar and cherry-picked into the new rebase.

      In addition, we need to make sure that topology is disabled in the vSphere CSI driver, like https://github.com/openshift/vmware-vsphere-csi-driver-operator/pull/241

            Bugs should not be moved to Verified without first providing a Release Note Type("Bug Fix" or "No Doc Update") and for type "Bug Fix" the Release Note Text must also be provided. Please populate the necessary fields before moving the Bug to Verified.

            I am not sure it needs any testing. We would see vSphere CI broken as in OCPBUGS-37455. We don't see it now, I hope.
