      Description of problem:

          ROSA CAPA is still sending a lot of patches for each node pool as seen in the Adobe clusters. Reconciliation logic seems still not doing its work

          Continously on Adobe clusters

      Actual results:

      Lots of PATCH requests to OCM

      Expected results:

           Patch only if content changed
