      Description of problem:

      HCP took > 25 minutes to become Available. I was not able to find anything wrong in the logs.

      Version-Release number of selected component (if applicable):

           OCP 4.14.32

      How reproducible:

      Steps to Reproduce:

      Actual results:

          HCP becomes available after 26 minutes

      Expected results:

          HCP becomes available in < 10 minutes
