1. Install a cluster with agent based installation with bare metal IPV6

Cluster operators are degraded
Expected results:
Cluster operators should report healthy
Additional info:
We have tried to refresh all impacted operator pods and that has not helped.
The nodes are reporting healthy and agent config seems okay.
