Description of problem:

    Before upgrading from 4.12.15 to 4.12.57, 'local' PV + PVC binding could be used without issue. After upgrading, PVC remain in Pending indefinitely.

    1. Create 'local' PV + PVC (without the LSO operator)

Actual results:

    PVC stuck in Pending

Expected results:

    PVC would bind to PV (as was previously working)
