[ptp leap file] ublox CFG-MSG invalid rate: byte must be in range(0, 256)

      This is a clone of issue OCPBUGS-37118. The following is the description of the original issue:

      Description of problem:

      ptpconfig  configures via the hardware plugin to periodically send the u-blox command NAV-TIMELS via the UBX-CFG-MSG message. Previous this was configured to poll messages every 5 minutes. with value CFG-MSG,1,38,300 .Where  ID to 0x38, Class to 0x01 and send rate to 0x300, .Send rate is relative to the event a message is registered on. For example, if the rate of a navigation message is set to 2, the message is sent every second navigation solution. The Rate value seems to be invalid and produces error.
