Description of problem:

Bundle unpacking took time to start. It is taking around 10 minutes to start the operator installation.

Version-Release number of selected component (if applicable):

    4.14

When the number of installed operator in `openshift-operators` namespace is high ~20. Then the customer seeing this delay.

When we have tested with other. namespace where there is no operator installed it doesn't take that much time to install.
